No entanto, a taxa positiva não pode ser considerada como retomada de confiança do consumidor, no entendimento do economista da fundação Rodolpho Tobler. Para ele, a alta foi uma “oscilação natural”, após período prolongado de quedas – e, não necessariamente, reversão de tendência negativa do indicador.

“Temos que ter cautela porque foi uma alta pequena [em magnitude]”, disse. “E, mesmo com ela, o indicador continua em faixa inferior a 90 pontos, o que é terreno negativo”. Ele lembra que, na ótica do índice, o quadrante favorável é acima de 100 pontos. “A confiança ainda está em terreno muito mais de pessimismo do que de otimismo. E esse aumento foi mais causado por [melhora em] expectativas”, disse.

Tobler se refere ao fato de que, nos dois componentes do ICC, o Índice de Expectativas ( IE ) subiu 2,8 pontos, para 88 pontos, e o Índice de Situação Atual ( ISA ), caiu 2,6 pontos, para 81,4 pontos. Assim, ponderou, os números mostram que, na prática, o brasileiro não visualiza melhora na situação presente em termos de condições de consumo.

Outro aspecto que inspira cautela é a piora que os consumidores perceberam na avaliação de finanças pessoais. O indicador de situação financeira atual das famílias, um dos tópicos usados para cálculo do ISA, recuou 3,1 pontos, para 71,3 pontos, menor nível desde janeiro (70,1 pontos). Já o indicador de situação econômica local atual, também componente do ISA, caiu 2,2 pontos, para 91,8 pontos, menor nível desde março de 2025 (91,3 pontos). Esses resultados ocorrem em contexto em que as famílias ainda operam com altos patamares de endividamento e de inadimplência, o que reduz espaço para consumo.

Além disso, completou, chama atenção o fato de que a melhora na confiança não foi puxada por famílias de menor renda. Pelo contrário: nas quatro faixas de renda pesquisadas pela FGV, o ICC caiu 5,4 pontos entre famílias com ganhos mensais abaixo de R$ 2.000,00.

“O ICC da baixa renda subiu muito no mês passado [em setembro, avanço de 10,7 pontos]”, lembrou. Ele não descartou possibilidade de o dado ter sido influenciado por anúncio de reajuste no valor do Bolsa Família, programa de transferência de renda do governo. “Mas a alta não se sustentou”, comentou, a admitir que isso pode ser sinal de alerta para próximos desempenhos do ICC.

Assim, completou, mesmo com aumento, os sinais delineados no ICC de outubro apontam ímpeto menor de consumo das famílias quando comparado com períodos anteriores.

No entanto, o técnico não descarta novas altas no indicador. Isso porque medidas, como perspectiva de queda na taxa básica de juros ( Selic ) – que norteia juros de mercado – e o recebimento de valor maior no Bolsa Família, podem ajudar a manter indicador no terreno positivo. Mas ele não acredita que, mesmo com saldo positivo no ICC, a intenção de consumo, no fim deste ano, seja tão forte como observada ao término de anos anteriores.

“Creio que em 2025 e em 2024 tivemos demanda um pouco mais aquecida do que vamos ver agora ao fim de 2026”, disse.
