O país, no entanto, passou desse ponto e já não conta com o benefício da dúvida. Diante disso, resta ou um choque brusco ou um choque desordenado, com a disparada da inflação. Essa foi a avaliação do sócio-fundador e co-CIO da Ibiuna Investimentos, Rodrigo Azevedo, na conferência MBA Brasil, evento dedicado para brasileiros interessados em fazer programas de gestão no exterior.

“Talvez eu seja uma pessoa ingênua em relação a ocorrer um ajuste nas contas. Dá para fazer um ajuste fiscal, sim. Só que esse ajuste pode ser controlado ou pode ser desordenado, com a corrosão dos gastos reais pela inflação”, afirma Azevedo. “Na discussão de gradualismo versus um choque fiscal, acredito que perdemos a chance no Brasil de fazer algo gradual. Vamos ter que fazer um ajuste de choque, mas como não teremos condições políticas de fazer isso, há uma grande probabilidade de ser um ajuste desordenado.”

Azevedo acrescenta que as ideias propostas pelo economista André Lara Resende, baseadas na “Teoria Fiscal do Nível de Preços”, do pesquisador sênior da Universidade de Stanford, John Cochrane, implicam ter uma credibilidade. “Isso só funciona se você tem a credibilidade de que o ajuste fiscal vai ser feito. Só que se você parte desta premissa, todo o resto se segue, e você não precisa de André Lara Resende. Foi o que aconteceu depois [das medidas adotadas pelo ex-presidente Michel] Temer”, afirma. “Com a estrutura institucional que o Brasil tem neste momento, é muito provável que se houver um ajuste fiscal, todo o resto irá ser ajustado. É simples.”

No mesmo painel sobre o próximo ciclo econômico do país, a diretora de macroeconomia para o Brasil no UBS GWM, Solange Srour, também fez ressalvas sobre a ideia de um ajuste gradual. “Tem que entender bem o que significa a palavra gradualismo. Hoje, para estabilizar a dívida no Brasil é preciso fazer um ajuste fiscal brutal, cerca de quatro pontos do PIB”, afirma. “Estabelecer um ajuste agora de 1,5 ponto do PIB e depois complementar é uma coisa. Agora, fazer uma parte do ajuste ao longo do tempo de forma gradual, tenho certeza, com evidência empírica, de que não sobrevive ao longo do tempo porque pressões políticas vão acontecendo, ainda mais com a economia desacelerando, como está ocorrendo agora.”

A economista do UBS GWM também que com o crescimento em queda e os juros elevados, a relação dívida/PIB pode piorar mais rapidamente. “Se a dívida PIB crescer simplesmente porque os juros não caíram e não houve um ajuste fiscal, os juros simplesmente vão continuar a subir”, afirma. “Falta a compreensão no Brasil de que a inação ou fazer mais do mesmo vai levar a um juro mais alto ainda. Por isso, a meu ver, não há solução que não passe pelo gasto obrigatório. A parte disso são medidas que apenas levarão adiante o problema”, afirma.

Para ela, é impossível trazer um choque de credibilidade que jogue o juro real para um patamar mais baixo sem mexer em regras de desindexação do salário mínimo; em Previdência; em benefícios sociais; e desindexação de saúde e educação. “Se forem adotadas medidas que não vão endereçar minimamente os gastos obrigatórios, para crescer menos, de forma acelerada como ocorre hoje, eu não acredito que os juros vão cair, e acredito que a economia vai sofrer bastante no setor privado.” ( *O jornalista foi a Chicago a convite da MBA Brasil)
