A Polícia Civil apresentou na sexta-feira (6) à Justiça o relatório final da Operação Vectura Corrupta, que investigou a infiltração do crime organizado no transporte coletivo de ônibus da capital paulista e de outros municípios de São Paulo.

No documento, a polícia pede a prisão preventiva, sem prazo de validade, de todos os 13 indiciados. O pedido ainda não foi analisado pela Justiça.

A reportagem procurou o advogado do ex-vereador na tarde deste sábado (7), por telefonema e aplicativo de mensagem, mas não recebeu resposta. Desde a deflagração da operação, o ex-vereador tem negado de forma veemente qualquer relação com facções criminosas ou com a Transwolff.

A investigação aponta indícios de que empresas de ônibus que prestam serviço em municípios paulistas passaram a ser administradas por integrantes da facção após a obtenção de licitações. Há também suspeita de corrupção de funcionários públicos e de envolvimento do PCC no financiamento de campanhas nas eleições para prefeitos e vereadores em 2024.

O relatório aponta que há indícios suficientes para afirmar que todos integraram ou promoveram os interesses do PCC. Se houver condenação, as penas podem variar de 3 a 8 anos de prisão.

A polícia optou por oferecer a denúncia contra esses crimes e continuar a investigação em relação a suspeitas de lavagem e dinheiro.

Os investigadores dizem que Leite seria o verdadeiro dono da Transwolff, empresa que gerenciou durante anos linhas de ônibus da capital paulista e cujo contrato foi rompido pela gestão do prefeito Ricardo Nunes (MDB) por suspeitas de envolvimento com o PCC.

Leite está preso desde o dia 18 de setembro, quando se entregou na sede da Dise (Delegacia de Investigações sobre Entorpecentes) de Mogi das Cruzes, na região metropolitana de São Paulo.

O pedido contra o ex-vereador se baseou em duas circunstâncias em que seu nome foi mencionado por terceiros. O nome dele aparece em um áudio encontrado em aparelho celular apreendido e nos depoimentos de policiais prestados à Corregedoria da Polícia Militar.

As duas citações a Milton tratam de supostas conexões dele com as empresas que foram alvo da Operação Fim da Linha, deflagrada em abril de 2024, que mira a infiltração da facção criminosa PCC no transporte coletivo de ônibus da cidade de São Paulo.

Além de Milton Leite, estão entre os indiciados nomes como Carla de Paula Muller e Paulo Korek, ambos empresários do ramo de transportes. A reportagem entrou em contato com defensores de ambos em busca de um posicionamento.

A defesa de Carla Muller afirmou ter "absoluta convicção na inocência de sua cliente, fato que será devidamente comprovado ao longo das apurações". Disse também que ela já prestou "todos os esclarecimentos necessários à autoridade policial" e que "acredita que nem sequer haverá denúncia contra a cliente".

A defesa de Korek não respondeu à reportagem.

O inquérito afirma que Granada dava ordens a sócios de empresas do ramo por meio de sua esposa. Carla, por sua vez, recebeu dinheiro do sócio de uma empresa que operava em Cubatão (SP), envolveu-se em negociações sobre compra de veículos e tinha participação acionária numa companhia que já foi acusada de pertencer ao PCC.

Advogados do casal já afirmaram que "são inverídicas as acusações veiculadas" contra Carla e que "as suspeitas de que seria interlocutora entre o mundo externo e o seu marido são totalmente infundadas".

Outro indiciado é José Daniel Satilite, o Alemão — a quebra de sigilo em seu celular foi a principal fonte da investigação. A polícia afirma que ele é subordinado de Carla. Satilite está foragido, e a reportagem não conseguiu localizar seus advogados.

A polícia suspeita que Paulo Korek tenha feito uma venda fictícia de sua antiga empresa, a Translider, para Satilite. As conversas de celular indicam que havia pagamentos mensais de R$ 10 mil a Satilite feitos por um funcionário de Korek.

Em setembro, a defesa dele já havia declarado que não havia provas para essa acusação. Seus advogados afirmaram que as acusações são feitas com base apenas em declarações de terceiros.
